Clean Missouri-Amendment 1 Resolution

WHEREAS, the voters of Missouri will be asked on November 6, 2018, to vote yes or no regarding Constitutional Amendment # 1 (the so-called “Clean Missouri” Initiative);

WHEREAS, the main purpose of Constitutional Amendment # 1) is to radically change the design of State Representatives’ and Senators’ districts.  If passed, the Amendment will eliminate the people’s elected representatives from any part of drawing legislative districts and will enable an appointee of the State Auditor (a Democrat) to draw districts, for example, by merging Democratic precincts in St. Louis County with Republican precincts in St. Charles County to diminish Republican majorities;

WHEREAS, the purpose of the Amendment is to render each district in the State evenly divided between Republican and Democrat voters in order to eliminate the Republican Majority in the House and Senate, in spite of the will of the voters;

WHEREAS, Constitutional Amendment # 1 invents the notions (1) that votes greater than a simple majority are “wasted” votes and (2) that Democrats and Republicans should be able to translate their support into elected representatives with “equal efficiency” even if the choices made by the voters do not lead to equal outcomes;

WHEREAS, Constitutional Amendment # 1 seeks to invalidate the choices of Missouri voters who have selected Republican Representatives and Senators and places the power to draw legislative and senatorial districts in the hands of an unelected and unaccountable bureaucrat appointed by the state auditor;

WHEREAS, Constitutional Amendment # 1 also declares that citizens’ correspondence to their elected representatives are public records subject to mandatory release, no matter the sensitive or private nature of the content; and

WHEREAS, the sales pitch used by supporters of Constitutional Amendment #1 (so-called “Clean Missouri”) seeks to draw attention to minor changes to the campaign finance regulations and lobbying restrictions and away from the serious harm embedded in the text of the amendment;

NOW, THEREFORE, BE IT RESOLVED that the St. Charles County Republican Central Committee opposes Constitutional Amendment #1 and urges Missourians to VOTE NO on November 7.  

AND BE IT FURTHER RESOLVED, that the Executive Committee of the Central Committee make this resolution know to the general public.
